Oxygen is not related. Even with the default GTK+ theme Raleigh, if a program tries to load an icon that is not in either the current theme or the fallback theme, it won't be able to load it. (Catfish is a good example) Programs suffering from this bug need to use a spec-approved icon name common to all icon themes, or the icon will not appear in the program.
