I discovered that this might be the case if somehow your
~/.config/autostart changes it's owner to root. To check if that's the
case, do:
ls -l ~/.config
if the output is something like this:
drwxr-xr-x 2 rootroot4096 Out 19 17:22 autostart
Then all u need to do is:
cd ~/.config

Not everyone is willing to upgrade to Oneiric as just yet. I have a 10.04 in a
Lenovo T410 and this is far the most stable Ubuntu version I have ever used.
I confirm that this bug affects me as well and as Colin mentioned, restarting
upowerd seemed to temporarily fix the problem.
