I confirm this bug. I have three horisontal workspaces. I'll also post
my compiz preferences.

Always on Visible Workspace has no effect
I correct myself. It seems that when I moved the windows to the
righthand workspace (right click -move to righthand workspace [freely
translated from Danish]), the window frames still overlapped the first
workspace with a few pixels. I can therefore not confirm the bug any
longer.
