Recently upgraded 2 computers to Kubuntu 18.04 and I'm also seeing this
problem in that the Kubuntu splash screen stays up for ages. As I have
only just upgraded my only other kernel was from 4.13. Installing
haveged seems to have fixed it on one computer at least.

widget style to Raleigh, running it and then changing back to oxygen-gtk
doesn't work.

Actually, if he means that he sets his time zone to Guernsey in time
I'm having a similar problem here in England and Kubuntu 7.04. Even
though /etc/timezone shows Europe/London, System Settings:Date Time
shows my local timezone as Europe/Guernsey (BST). Going into admin mode
and changing it has no effect.
