I run Ubuntu Budgie 21.10. Since two days before turning off display
after idle went well (DPMS mode).

Since yesterday turning off display doesn't work anymore. The display
goes black for a second but then it comes back again. However, the
screen is frozen (no repainting) as long as I use the desktop, e.g.
keyboard, mouse movements.

I guess that this is related to a recent update of libmutter. There has
been an update (see /var/log/apt/history.log):

System is also an Intel NUC (NUC8I3) but I don't think that it is
limited to this setup.

I had a simular problem earlier with Ubuntu 21.04 and Kodi media center
(see also https://github.com/xbmc/xbmc/issues/19479). I have closed this
issue a few days before since I though it was finally solved. This time
there is no output when I watch the events by using xev.
