Still no GUI method, but at least we have an option to tell Power
Manager to use the Screensaver preferences when the computer is
suspended. With these settings
/apps/gnome-power-manager/lock/use_screensaver_settings = true
/apps/gnome-screensaver/lock_enabled = false
