Now is SOLVED (I think), since this morning Evolution is working fine.
Gess maybe last package combined with gdb do it the job.

Iĺl send attached backtrace file. When call the evolution from gdb,
started like a new installation, showing up import back-up file, I just
do it againg selecting and loading an .tar back-up file from 9.10. Take
some time and suddenly starting to download message.

Well, evolution now runs well while I call it from gdb... Otherwise
problem persist. I'm creating a new backtrace file, so at the end of
the day I'll attached againg.

Hi!
It seems like a problem of permissions and folder configuration; since
I've differents user between a machine and other. When do the back-up
import (tar.gz) it create a new folder named with last user and current
user don't have permissions; so when I ran sudo gdb evolution works.

I've same problem since migrate to 10.04 with Evolution 2.28.3. I back-
up all data from Evolution 2.28.1 in last 9.10 machine, I bring .tar.gz
archive to a new machine with 10.04 and Evolution 2.28.3 and start
import process wich finish correctly. When I start Evolution pop3
message downloading
