I dont think it is a duplicate of Bug #15442.
15442 refers to the interchange of the whole top and bottom panels when
moved from default position.
I am referring to just the position of the time/calendar and

Pl see the relative positions of the time/date to the
netmonitor/transmission/SCIM icons on the panel

I have a default install Ubuntu 9.04 X64 without any user changes to the
desktop/icons/themes or anything. I do NOT move the panels around There
is a single user on the system.

Just a after thought. Is it possible that a sudden power failure might trigger
this.
Also all icons / panels are locked.
