I think I'm experiencing similar issues after upgrading from Ubuntu 22.04 to Ubuntu 24.04. I have a bluetooth keyboard and a headset connected by bluetooth and they work however they don't appear to be connected in the list of bluetooth devices. I've checked release notes for bluez (https://github.com/bluez/bluez/releases) and noticed a lot of bug-fixes in recent releases. So I went ahead and built a package from sources (by downloading the sources, extracting with dpkg-source -x and building with dpkg-buildpackage -uc -us) for Ubuntu Oracular 24.10 (https://packages.ubuntu.com/oracular/bluez), installed and everything works now. This is the most annoying issue I have in Ubuntu 18.04 LTS which makes the feeling of the OS being unstable.
