Benjamin Berg (gnome-settings-daemon Maintainer) took a look at the bug and found out it's because of budgies implementation of gsd-media-keys. I can only reproduce this bug in ubuntu budgie enviornment, not in gnome itself, so gnome-settings-daemon is not the root of this issue. See upstream

Hi I had the same problem. Couldn't assign my Wacom Intous 5 express keys. I found a solution online. I changed in the d-conf editor "org.gnome .settings-daemon.plugins.gsdwacom" the priority from 0 to 20. That fixed it for me after a reboot. Hope this is helpful. -- You received this bug

This happes with a SLOX (Suse Linux Open Exchange) server. I don't see any configuration options wrt. quota warnings there. As mentioned, I first reported this upstream and was told that it is a RedHat extension. I also asked the admins of the SLOX server, but they said this must be client-side.
