In feisty applet desktop-effects is not loaded by defauld in control center!
I think it should be added by default cause when I've received the answer about
a bug in compiz/beryl it was written that it affected also desktop-effects
applet.

It was obvious it was that package missing!Who knows what I'm thinking

Now it works!
In any case I've installed python-qt3 with:
sudo apt-get install python-qt3
this package wasn't installed before.
Could you check if it's installed when the control center with HPlip
