IMO there are three separate bugs here. The first bug is the dialog itself. Why is there such a dialog? It's not necessary. The second bug is that the dialog sometimes prevents suspend from working. And the third bug is the dialog not closing itself when the system resumes. This is merely cosmetic but makes Ubuntu look amateurish.
