I've found a workaround that maybe can lead you to the bug source. I've
opened empathy preferences window, the tab with theme selector.
When I've opened it, the dropdown with theme name was set to Ubuntu,
I confirm, lack of that feature makes SIP with Empathy useless.

- downloaded the patch
- applied it in eog's source dir with patch -p1 myfile.patch
- made apt-get install build-essential
- installed all gnome-related -dev packages required by eog
