Ubuntu filters out all accounts with UID 1000 from accounts Service
(so they won't display in gdm or user settings).
Can you try it with a user with UID = 1000, and see if the password bug
still occurs?

The minimum user ID to show up in GDM is 1000.
That seemed a bit surprising to me since Fedora until rather recently
started at 500 but Ubuntu has started at 1000 for a long time.
