Assuming fixed, couldn't reproduce this bug on Files 3.26.3-0ubuntu4 on Ubuntu 18.04 when switching between English (UK) and English (US). Perhaps this only affects switching between certain layouts? This bug affects me too (Ubunty 14.04 LTS) when I want to rename folder to Cyrillic+English letters, every time. One workaround: switch Nautilus to "icon" mode (not "list" mode) and problem disappear.
