This issue has sat incomplete for more six years now without any response to comment #4. I'm going to close it as "Invalid" as the bug is not reproducible here using Ubuntu 18.04 and wasn't as previously noted with Ubuntu 13.04. For me, this doesn't work with any menu opened, even GIMP's context menu.
