@jbicha I had to dist-upgrade to get those packages to download. I was
always under the impression a dist-upgrade was the equivalent to a
partial upgrade, which is not a good thing to do in testing?

I see what's happened here likely some
wojox, that's not quite correct. You'll need to do dist-upgrades to get
new packages, such as new kernel versions or new dependencies like this
one.
