g-power-manager merely contains the gnome-power-statistics program these
days; it's gnome-session which handles the power button (or perhaps
gnome-settings-daemon's power plugin).

Confirmed. On all my quantal machines, Power Button Suspend does not
work. However the Unity top-right menu Suspend does work.
