Running latest 13.10 daily. This appears to be a very simple bug in gnome-settings-center where the Never option is plain broken. The behavior is easy to verify by using dconf-editor. Setting theTurn screen off when inactive for: variable to any of the other options updates a variable called

This appears fixed (in that the idle-delay is correctly set) after applying today's updates to 13.10 daily. The combobox still does defaults to showing Never. That is, selecting Never now changes the idle-delay value to 0, as expected. The patch set contained updates to gnome-control-center
