This is due to account-plugin-irc not being included in the packages
with the Ubuntu-Gnome (64-bit) image. The following are included by
default:
account-plugin-aim
account-plugin-facebook
account-plugin-flickr
account-plugin-generic-oauth
account-plugin-google
account-plugin-identica
are you using gnome-shell or unity? the account plugins are for Ubuntu
Online Account and unity, not for GNOME/gnome-shell which uses GNOME
Online Account (you wrote Gnome online account in the bug title)

I am using Gnome-Shell, from the Ubuntu Gnome 13.04 (64-bit) beta image
(ie unity itself not installed).
I can reproduce with:
Open Empathy.
Click on Empathy Menu Accounts
Choose Add Account
-- IRC Is not listed.
Open Terminal.
run: sudo apt-get install account-plugin-irc
Open Empathy
