I don't think this is an indicator-keyboard bug. I can reproduce the
problem even when the keyboard menu is hidden, i.e. "Show current input
source in the menu bar" is unchecked.

(And yes, the current settings UI is missing several previous options.
This is because the "Keyboard" settings panel comes unaltered from the
Gnome ascetics. Hopefully Ubuntu will restore many of them as we
diverge.)
