Binary package hint: evolution

Evolution reports (in the wizard, and in the calendar) the timezone for
Africa/Johannesburg as UTC +0300.  This is wrong.

The system timezone (package tzdata and friends) correctly report the
system timezone as UTC +0200, or SAST, on the command line, and the
gnome panel.

Because the timezone data is wrong, all appointments in the calendar are
wrong.

Some other African timezones appear wrong, or odd, too.  Some specify
UTC+ with a granularity in seconds.  Africa/Gaberone is right, and works
for me, but it's actually in a different country.  Anyway, it should be
using the system time.

(evo is currently set to use daylight-savings-time, which we don't use
-- if I unset this, things go even worse.)
