There was some work done in 15.10 which allows installation of language
packs in Region & Language under Settings. Vivid will be reaching EOL at
the end of this month as well. Could you confirm if this is still a
problem for you under 15.10?

Just installed Fedora 21 - installation is a bit ruggish. But language
support is 100% working :o)
I have danish keymapping on console and can switch between Danish /
English in the Region Language settings menu without problems.

The old version was called Settings - Language Support and can be
installed via the package language-selector-gnome:
