The problem is easily reproducible for me. What can I do to help? Not sure what 'sending it upstream' means. Also, is there some way I can display the mouse scroll-wheel values real-time on the screen? This seems like an entirely different bug. The bug linked as a duplicate just talks about changing the volume other than at the icon, and that change not being reflected in the icon.
