Public bug reported: GTK overlay scrollbars never appear at small window sizes, at least in Unity8.
Test case: 1. In Unity8 launch "Files". 2. Navigate to a folder with lots of files/icons. 3. Resize the window as small as it will go. 4. Slowly move the mouse so the cursor enters from the right side of the window.
