Public bug reported:

There is currently no provider for location-service which can provide
location when using Unity 8 on a PC without a GPS chip. This means apps
and features which rely on a location can never really work properly. We
should probably have a geoclue provider to take advantage of all the
available providers for it, under Unity 8.
