oh, you are speaking about launchpad itself not the gnome-control-center
software, reassigning
you are maybe not having the needed permissions to do edit to those
translations?

I opened
https://translations.launchpad.net/ubuntu/artful/+source/gnome-control-center/+pots/gnome-control-center-2.0/nl/+translate
then chose Untranslated items > Change. As soon as I click the Change button,
the option "Save and Continue" disappears and the buttons First . Previous .
Next> .
See attachment. This is what I see as soon as I change to Untranslated
items.
