In the mean time, installing nautilus-wallpaper let's you right click on
an image and set it as wallpaper

The attached debdiff fixes the issue. It contains a patch taken from the
new upstream release, which replaces the check wether the mimetype *is*
image/ by a check whether the mimetype *begins* with image/.

I've tested Gnome Developer Kit with Gnome 2.21.4 and all works fine.
So I think it is an Ubuntu based bug.

I had this same problem today. The gnome-control-center package is version
1:2.21.2-0ubuntu2.
I tried manually editing the backgrounds.xml file, but that caused the
background manager (or whatever it's called) to clear and reset it to the
default Gnome backgrounds. Now I can't add any of my own
I also see this with hardy. Editing the backgrounds.xml file directly
adds backgrounds but using the add button in gnome-appearance-properties
does not work. I get no error messages.

As of 20071204 Hardy Ubuntu daily-live updated, Appearance Preferences
Background Add still doesn't work. That's using Ubuntu's normal display
manager Gnome.
FYI, 20071204 Hardy Xubuntu daily -live updated does add the background,
using Xubuntu's normal display manager XFCE.
