Steps to reproduce:
1. Install Ubuntu 19.04
2. Open GNOME Terminal 
3. Open several tabs in GNOME Terminal
4. Put mouse cursor over tab of GNOME Terminal and rotate mouse wheel

Expected behavior:
* GNOME Terminal reacts on mouse wheel and allows to select tab by it


Actual behavior:
* GNOME Terminal does not react on mouse wheel
