I applied this fix to `~/.config/pulse/default.pa` > rebooted:

Temporary freeze / delay with some dialog windows
This bug happened to me for months, I think even in previous Ubuntu
releases. But recently it stopped happening, I'm not sure what caused it
and what fixed it... but for the last few days the bug is not present
any more, so I'll mark it as fixed.

Some dialog popups take a while to open, as if the system froze for a
bit (even though journalctl -f doesn't show anything related) which is
extremely annoying. Example:
- the dialog shown if a file should be saved when trying to close a tab in
Gedit
- the pop
Please start by uninstalling the extra extensions you have:
