Public bug reported: experiencing frame "stutter" or regular dropped frames in gnome. Occurs with intel integrated graphics, AMD gpu with open source drivers, and nvidia gpu with proprietary drivers. This does not occur in KDE. I do not believe this occurring before upgrading from 18.04.
