Thank you for taking the time to report this bug and helping to make
Ubuntu better. 'seahorse' is not the Files application so I'm changing
the package to nautilus.
In my Ubuntu installation if I right click on a .deb file I get a choice
of whether to open it with the Archive Manager or "Open with
