Sounds like you're the lucky one because other people aren't getting as
far with gstreamer1.0-vaapi installed (bug 1962630).

$ gst-play-1.0 --videosink="glsinkbin sink=gtkglsink" video.webm
(where video.webm is the filename of what you try to play)
Does uninstalling gstreamer1.0-vaapi fixes the issue?

I believe that totem now uses gstreamer1.0-gl for rendering, starting in
Ubuntu 22.04. So that should be tracked too.
