I tried reinstalling both and rebooting but no luck, also, sometimes the
settings just work, but when i close the window and try opening it
again, it doesn't open anymore. I have no idea what causes this.

could you try to reinstall dbus-x11 or ubuntu-desktop and see if that
resolves the issue?
also from the journal you have a shell extension for rounded windows
corner which is buggy but that's probably another problem
