Public bug reported:

After an upgrade from Ubuntu 22.04 to 20.10 NetworkManager no longer
recognizes captive portals.

Attempting to run /usr/libexec/gnome-shell-portal-helper produces this
output:

This may be normal because of the environment, but it is the best I have to go 
on now.
