I've been able to re-create the issue on my laptop after adding a second
user so not sure what the difference is in my setups. As requested:

Thanks for your report. I made a quick test, and couldn't reproduce the
behavior.
After having set "United Kingdom", can you please run the below terminal
commands and show us what they output in a comment here.
cat /etc/default/locale
locale -a
locale
