Confirmed the latest gnome-session fixes this.

I believe this is Fixed by the following upload:
gnome-session (46.0-1ubuntu3) noble; urgency=medium
* Fix failure in starting a Unity session due to the removal of the
--builtin/--systemd flags in 46~alpha-1ubuntu1.

I've also encountered this on the latest ubuntu-unity iso:

when trying to do a fresh install in a VM, prior to opening the
installer, I'm greeted with the attached screen.
After clicking login, I get a
