How about next to the existing toolbar, allow float or even (gasp!) let
the user move the toolbar around and dock it how they need it. :)

1. Open a blank compose window
2. Select "HTML" in the toolbar
3. A second toolbar appears below the standard one. This one has only HTML
related functions in it.
I lose about 35-40% of screen to the entire "header" (from, to, cc, bcc,
subject, toolbar + HTML toolbar)
sucks!! :(

thanks for the report, which version of Ubuntu are you running? may you
take an screenshot of the issue? do you hav enabled the desktop effects?
does it happens without them? which video driver are you using and which
card do you have?
