I tried with "None" and also with "Extra". No effect.
But I also noticed one thing. The bug is only apparent when switching TO
the main user, which was created during install. I tested it with a few
other users on my system, both Desktop Users and Administrators. When I
switch to them, mouse works
Could you please try with "None"?

I did not change the Desktop Effects settings since install and they are
set to "Normal".
