Public bug reported:

The keyboard shortcuts preferences dialog has options for assigning
keyboard shortcuts for switching to a specific workspace or moving a
window to a specific workspace. These settings are named "switch to
workspace X" or "move window to workspace X" where there is one entry of
each type for each workspace that is configured (so by default there are
2 workspaces configured and there are two "switch to workspace"
entries).

When changing the number of workspaces using the workspace pager
preferences dialog, the keyboard shortcut dialog does not get any more
"switch to workspace" or "move to workspace" settings, and its not
possible to assign keyboard shortcuts to the new workspaces that are
made available.
