Ubuntu better. The issue you are reporting is an upstream one and it
would be nice if somebody having it could send the bug to the developers

Still experienced this issue in maverick using pidgin and empathy.
Should partial files be kept since they could not be resumed? Do they
confuse users who think it might be a complete file. Should these
programs use the Firefox approach of downloading to a .part file and
then renaming?
