OK here is the update.
After the poweroff and restart the Toshiba logo comes up (it's a Toshiba
Tecra A9) and then it goes straight to booting linux without ever
showing the grub menu as described above.
However, it seems that grub IS actually running invisibly when the
Toshiba logo is showing

Boot logging using bootlogd does not work in jaunty so I have attached
/var/log/dmesg instead.

Let's check the bot logs and see if any messages are coming up. To enable boot
logging, follow the instructions at the first post here:

Then attach one log after you shutdown with 'shutdown -h now' and one
log with 'shutdown -r now'
'shutdown -h now' shows the shutdown behaviour I describe above. That is
grub does not load when I start up the computer afterwards.
'shutdown -r now' loads grub .

If you shutdown through the terminal by typing:
shutdown now -r
does the grub menu load when you reboot?
Also, does grub load normally ever
The power icon in the far top right on the gnome panel is the one I am
referring to. When I click on it I have the following options
Guest session, lock session, Log Out, Suspend, Hibernate, Restart,
Shutdown
This is the first install of linux on this laptop.

Thanks for the report and helping to make Ubuntu better.
I am unable to reproduce your symptoms. When I click on the power icon,
the only options I have are suspend and hibernate.
Did this work in previous versions or is it a regression?
