a temporary solution would be to open a new window on the current
workspace whatever happens.

This happens when you have a browser set to open in a new tab.
You also get the same behaviour when clicking on a link in your email
for example.
I'd guess any problem lies with firefox rather than deskbar

Right, firefox should have a command line option to open a given url in
a new window instead of a new tab.

It does, try firefox -new-window google.com. That's not the problem,
if firefox is on the current workspace you may want it to open a new
tab.

Well, in that case it should open in a new tab AND make sure firefox is
sent to the front.
