I've just updated Ubuntu 10.04 Lucid Lynx alpha 2 to poppler -
0.12.3-0ubuntu1
I can confirm that the PDF file attached to this bug report now opens
correctly.

I can confirm this on Ubuntu 9.10 32 bit.
Uname: Linux 2.6.31-15-generic i686
Interestingly, Nautilus will render the thumbnail of the first page
without a problem.
Opening the file by running Evince from the terminal does indeed give:
:~/Downloads$ evince Amtrak_W02.pdf
