Public bug reported:

In the file browser, folders are located at the bottom when using the
'Sort folders before files' preference in conjunction with the 'Reversed
order' option.

Steps to reproduce:
1. Make sure the 'Sort folders before files' preference is checked in the 
nautilus preferences.
2. Right click in a folder, goto 'Arrange items' and make sure 'Reversed order' 
is checked.
3. Notice that the folders now appear at the bottom of the list.

I would expect the folders to be always located at the top when using
the 'Sort folders before files' preference.
