After some interactive work with the machine over VNC (it is server), suddenly
the VNC screen frezes. Reconnecting over VNC yields black screen. Restarting
gdm on the server does not auto-login an user and instead prints the following
error into the /var/log/syslog:

you do you are not able to unlock it. You have to run just gdmsetup.

I confirm this bug is still present, it is really annoying, but it is easy to
solve, just run gdmsetup, unlock, and then plays with selects and buttons until
that file is created.
So gdm is happy and the warning disappear.

Had some sort of this bug on Karmic.
In my case one user was able to login, but another wasn't. The problem was in
difference in screen resolution between GDM and user session. It was important
to me to keep current resolution in the user session, so I set GDM's resolution
to be same as user's.
