Upstream bug was closed "RESOLVED OBSOLETE" on 2017-07-17 as
working as expected with evince 3.26.
No comments here for nearly 7 years and works for me with
evince 3.28 and Ubuntu 18.04 so closing as fixed.

Here it is a small video... it can be seen that first, when the page
view on the left do not need to scroll the functioning of evince is
correct. When the page view scrolls (with the cursor in the right pane)
there is an error when trying to go back to the first page. The same
problem occurs with
I can confirm its occurrence in another computer with the same version
of Ubuntu and evince, so is not a local problem.
