Some improvements have been made here. I can get accessible login to
work now but it requires some config changes in xorg.conf. I'll close
this as Fix Released as I've opened bug 83860 on the remaining issue.

I have upgraded to Ubuntu 6.10 and randomly, upon startup, shutdown and
log-off I still get the TV like static screen on my Dell 1704FPV LCD
screen.

Just to include more detailed information. I undid all the changes that
I had made before this error and Ubuntu randomly gives me either the
small login window with the picture or, most of the times, the full
screen default login window. --Eddieduce

The greeter
Accessible login has not been properly tested on Ubuntu, and it seems to
be a topic that has gone a bit stale upstream in gnome as well.
There are instructions on getting it working here:

are far from user friendly and
Marking this as Confirmed and as wishlist, since are really looking for
a Just Works version of accessible login, which has never existed. The
settings give the impression that it has, but that is misleading.
