As of June 22, I am experiencing a bug that seems to essentially be the
same as this.
My applet icons in the top right of my Gnome panel are offered in a new
random order with each boot. There are sometimes gaps, sometimes
overlaps, and sometimes certain applet icons don't appear at all.

This seems to be fixed recently. After an update the power management
icon reappeared and then it was just an issue of unlocking each set of
icons, moving them and re-locking. That's the kind of thing that
happened with my dock though kaefert.

Thanks for the note. I found this other bug-report here
https://bugs.launchpad.net/ubuntu/+source/gnome-panel/+bug/574978 which
states that you can use killall gnome-panel to reload the panels which
makes them right again. Since I only saw this bug 2 or 3 times yet, this
is a sufficient workaround
