I had similiar symptoms and found this issue report. Using 10.04 and
evince 2.30.3, the top margin is too big and the bottom is too small.
CUPS is working fine and man:lpoptions -l shows the correct PageSize.
Other programs (e.g. a2ps) print accurately.
So either 1) evince is broken or 2) it is
Possibly annoying comment:
Have you checked paper size? I have had similar symptoms from dvipdf
before, due to default page size being 'US letter' when printing to A4
paper.
